Details the Law on Disease Prevention 114/2025/QH15 and Decree 165/2026/NĐ-CP on vaccination: the list of 13 diseases with mandatory vaccination through the Expanded Programme on Immunization (adding HPV disease) and 10 diseases with mandatory vaccination for outbreak control; routine, catch-up, campaign and outbreak vaccination; observation for at least 30 minutes at the vaccination site and 24 hours at home after vaccination; reporting of serious adverse events within 24 hours; an expert advisory council to assess the causes of serious adverse events. Schedules follow the manufacturer's instructions and guidance from the Department of Disease Prevention. Replaces Circulars 24/2018, 34/2018, 05/2020 and 52/2025.

Circular on the list of infectious diseases, target groups and scope for mandatory use of vaccines and medical biologicals

Set out 12 diseases with mandatory vaccines and schedules in the Expanded Programme on Immunization for children and pregnant women (hepatitis B, tuberculosis, diphtheria, pertussis, tetanus, polio, Hib, measles, rubella, Japanese encephalitis, rotavirus, pneumococcal disease), with catch-up rules for missed doses, and 10 diseases requiring mandatory vaccines or biologicals in outbreak areas. Pneumococcal vaccine was introduced according to the roadmap in Resolution 104/NQ-CP. Replaced Circular 10/2024/TT-BYT.
